More than 90 years ago, Japan was hit by the 1923 Kanto Earthquake, and in Tokyo, about 40% of buildings were razed to the ground, killing more than a million people and killing as many as 90,000 people, more than 90% of whom died in fires caused by the earthquake. In the earthquake, public places such as squares, green spaces and parks in the city played an active role in extinguishing and preventing the spread of the fire, when 70 percent of Tokyo's population used public places such as parks as shelters. In 1998, the Ministry of Construction of Japan formulated the "Guidelines for the Planning and Design of Disaster Prevention Parks", which specify the definition, function, setting standards and related facilities of disaster prevention parks. After the 921 earthquake in Taiwan, the government departments for the urban densely populated areas of the park, strengthen and build its disaster prevention and relief facilities, but due to the park's established size, facilities restrictions, time constraints, lack of funds and other issues, so that most of the park disaster prevention and shelter function is limited, facilities are quite simplified, while the park in disaster prevention theme planning and design, lack of complete planning and design guidelines. Also February 6, 2016, the magnitude of 6.6 Kaohsiung Mei-nong earthquake, Tainan Weiguan Jinlong Building collapsed, the earthquake occurred, the whole building first shook up and down, then swinging left and right, about 7 or 8 seconds later under the building made a loud noise, the whole building collapsed. At that time, many residents were homeless, most of the families were placed in nearby hotels or rest areas, at this time, if there is a sound disaster prevention park system, can provide temporary shelter, families will be able to be located in the open space near the home, and the scene can send relief personnel and social workers stationed, the relief process will be more systematic and orderly. This paper collects the planning experience of Japan's disaster prevention park, and refers to the domestic urban development pattern, and when the earthquake occurred, the residents' refuge behavior, to Kaohsiung City Nanzi District park construction status, with disaster prevention theme planning, explore its subject and countermeasures, put forward the disaster prevention park planning and design management of the various stages of consideration, as a follow-up planning and design professional, park disaster prevention planning and design or review the existing park disaster prevention function reference.
