This study is based on a learning organization and explores the underlying causes of the interface issues of “design”, “procurement” and “construction” of turnkey projects. The research content will be discussed in depth on three levels. (1) Design of turnkey company , the ability of construction management, (2) the ability of turnkey company procurement, contract management, (3) integration of interface conflicts between departments of the turnkey company, and the analysis of the decision factors and communication issues.
This study refers to the relevant literature, reviews the results of previous scholars' research on interface problems, and uses the literature review method and integrated analysis method to organize the interface conflict examples into a systematic way of thinking about the importance of "design", "procurement" and "construction". The factors can be classified into factors such as lack of experience and knowledge of the designer, lack of qualifications of the subcontractor for the procurement unit, lack of essential knowledge of the construction supervisors, and inaccurate information transmission between the various types of departments.
The five trainings of the learning organization were used to analyze and review the causal feedback relationship. It was found that the owner or the supervisory unit and the design unit had a mental model of "standardism" and "guilty of blame", which was the root cause of the interface.
In the end, with the practical experience of the project team, the conclusions and appropriate suggestions for the interface conflicts encountered in the implementation of the EPC package process are expected to be helpful to the performance of the follow-up project of the turnkey company, and for reference by the industry, thereby improving the overall Engineering quality and efficiency.
