廢棄物處理再利用技術一直為國際間所關注的議題，據行政院主計總處資料統計，近年來平均每人每日一般廢棄物產出量呈正成長，廢棄物產出量已逐漸超出臺灣大型焚化爐總設計量，且伴隨著現代工商業蓬勃發展，產業擴充所產出之事業廢棄物也隨之增加，廢棄物總數上升及其去化問題，皆為行政院環境保護署重視及需解決之議題。科學園區為臺灣產業的標竿區域，園區內產業型態多元化，其產出之事業廢棄物組成更加複雜多樣性，為此設立之事業廢棄物處理設施其營運管理方式值得深入並探討其中關鍵因素。
本研究以「臺南園區資源再生中心」作為研究對象，藉由SWOT分析法探討本設施內部優勢、劣勢及外在環境之機會、威脅，並擬定相關策略因應之，另運用個案研究法整合本設施歷史沿革及現況，搭配深度訪談法訪問南部科學園區臺南園區各產業之事業單位針對本設施之設備配置、收費標準、營運品質、專業服務等方面滿意程度，透過理論與實務相互結合探究出本設施經營管理之關鍵策略。
由研究結果可知，委託專業廠商代為操作營運可有效提升科學園區廢棄物管理品質，且廢棄物皆能如期如質之處理完成，此外，廢棄物處理費用合理且不易有不合理哄抬情形發生，綜觀而言，由科學園區自設事業廢棄物處理設施對於科學園區有好的成效。

Abstract
Waste disposal and recycling technology has always been an international issue. According to the statistics of the Directorate-General of Budget, waste generation of a person per day has been growing in recent years, waste output has also gradually exceeded the original designed volume of large-scale incinerators. With the vigorous development of modern industry and commerce, the waste production is increasing along with industrial expansion. The Environmental Protection Administration of the Executive Yuan is paying much attention to these issues and finding solutions. The Science Park is a benchmark area for Taiwan's technology and industry. The fields are diversified, hence the output of industrial waste composition is even complex. Therefore, understanding and studying the key factors of the established industrial waste management of facilities in-depth is definitely critical.
This study choose “Tainan Science Park Resource Recycling Center” as subjects to discuss the facility's internal advantages and disadvantages and external opportunities and threats through the SWOT analysis . In addition, applying the case study methodology to integrate the history and current situation. Moreover, combining the results of depth interviews and visiting the institutions of various industries in the Tainan Science Park for the research. Finally, exploring the key management strategies of the facility satisfaction regarding equipment configuration, charging standards, operating quality, professional services and other aspects of the facilities through combined theories and practices.
The result shows that operational company can effectively improve the quality of waste management and the waste can be disposed of on schedule and the fee of waste disposal is reasonable and it is not easy to price gouging. In general, self-built industrial waste disposal facilities in science park has a good effect.
