臺灣博碩士論文加值系統

職安衛管理系統要求事業單位應執行績效量測，但卻沒有較明確的方法，說明如何執行績效量測，因此，本研究參考英國安全衛生執行署(Health & Safety Executive，HSE) [1]的製程安全績效指標設計原則和理念，並歸納國內外文獻，發展一套適用於職安衛管理系統的績效量測方法並設計績效指標。
本研究以問卷方式，透過產、官、學專家訪談，歸納與修正，提出領先指標、落後指標等兩個衡量構面，18個績效衡量指標。
本研究藉由三家完成職業安全衛生管理系統驗證之事業單位，為安全管理績效指標試評對象，當事業單位其總體績效較佳者，其領先指標與落後指標分項評分是接近的，反觀總體績效較不理想之事業單位，該兩項指標差距變大，除評估各事業單位安全管理績效所處績效區間，亦獲知領先績效與落後績效是有關聯性，整體績效較佳時，領先指標與落後指標分項評分是接近的。最後提出背光模組產業安全管理績效指標18項指標評量項目。
本研究發展之安全管理績效指標能進一步加以整合聯結，將有助於業界評估績效狀態與瞭解缺失，加以改善。

The occupational safety and health management system requires public institutions to perform performance measurement, but there is no clear method to explain how to perform performance measurement. Therefore, this study refers to the process safety performance of the Health & Safety Executive (HSE) in the United Kingdom Index design principles and concepts, and summarize domestic and foreign documents, develop a set of performance measurement methods suitable for occupational safety and health management systems and design performance indicators.
This study uses questionnaires, summarizes and revises through interviews with industry, government, and academic experts, and proposes two measurement aspects, including leading indicators and backward indicators, and 18 performance measurement indicators.
In this study, three public institutions that have completed the verification of the occupational safety and health management system are the subjects of safety management performance indicators. When the public institutions have better overall performance, their leading indicators and lagging indicators are close to each other. For business units with poorer performance, the gap between the two indicators has increased. In addition to evaluating the performance range of the safety management performance of each business unit, it has also been learned that leading performance and backward performance are related. When the overall performance is better, the leading indicator and The sub-items of lagging indicators are close. Finally, 18 indicator evaluation items of the backlight module industry safety management performance indicators are proposed.
The safety management performance indicators developed in this research can be further integrated and linked, which will help the industry evaluate performance status and lack of understanding and improve it.
