新型冠狀病毒(COVID-19)疫情在2019年底於中國大陸湖北省武漢市爆發，隨後迅速蔓延至全球包括台灣均受到疫情肆虐，而觀光旅館產業更是首當其衝，各國無不研擬對策來遏止疫情並振興經濟，台灣政府實施多項措施來舒緩疫情所帶來的衝擊，本研究針對政府所宣布之三級警戒、實施振興五倍券以及開放邊境管制並實施「0+7」隔離方案等三項事件，利用事件研究法加以分析，探討這些措施對台灣觀光旅館產業類股的影響，採用觀光旅館產業上市(櫃)17家公司為樣本，本研究結果發現 (1)政府升三級警戒期間，呈現負向顯著累計異常報酬；(2)當政府實施振興五倍券措施，則呈現正向影響但未達顯著性；(3)在台灣開放邊境管制並實施「0+7」免隔離新措施，則呈現負向影響但未達顯著性。本研究建議投資人未來若再遇到「特定疫情」事件時，可在警戒宣布前降低、甚至出清觀光旅館產業股票，待疫情過後民眾恢復正常休閒生活後，再提高觀光旅館產業之投資比重。

The outbreak of the Covid-19 pandemic began in late 2019 in Wuhan, Hubei Province, China, and quickly spread worldwide, affecting Taiwan's tourism industry. Governments around the world have implemented various measures to contain the pandemic and revive their economies. The Taiwanese government has implemented three measures, namely, the Level 3 alert, the issuance of stimulus vouchers, and the opening of borders with the "0+7" quarantine program. This study uses event analysis to investigate the impact of these measures on the Taiwanese hotel industry. A sample of 17 listed hotel companies was used. The results show that (1) during the Level 3 alert period, there was a significant negative cumulative abnormal return; (2) the issuance of stimulus vouchers had a positive effect but was not statistically significant; (3) the opening of borders with the "0+7" quarantine program had a negative effect but was not statistically significant. This study suggests that investors, in the event of future "specific epidemic" situations, should reduce or even liquidate their investment in the tourism and hotel industry before the announcement of an alert. After the epidemic passes and people return to normal leisure activities, they can then increase their investment in the tourism and hotel industry.
