本論文以IMO/ILO所建置船員遺棄通報數據庫為基礎，蒐集全球船員遺棄事件並加以整理、分析，並藉由實務案例探討評析。針對船員遺棄議題，P&I提供的擔保主要為代表其會員(即船舶所有人)解除並支付海事勞工公約中規定的責任、損失、成本和費用，以保證遭遺棄船員至少獲得不超過四個月的欠付工資及相關遣返費用。本研究也建議我國船舶營運人責任險之審核作業能留意船舶所有人、船舶營運人或是船舶經營管理者是否有本國籍法人或是自然人身分，以利船舶於停泊我國港口期間若發生需調解事件，能與其做有效溝通；若無，則將該船舶列為觀察名單，實施加強港口國檢查。
　　希冀透過從國際公約制度面及P&I所提供之財務擔保能有效控制風險，減緩船舶所有人因財務問題而造成棄船與船員遺棄問題，及防止船員權益之賠償責任卸責行為，與減輕港口國負擔，以利船員遺棄事件之應變處置及賠償。

　　 Based on the database on reported incidents of abandonment of seafarers established by IMO/ILO, this study collects, organizes and analyzes the global seafarer abandonment incidents, and discusses practical cases to propose relevant amendments and suggestions to strengthen the review of ship operators' liability insurance. Regarding the issue of seafarers’ abandonment, the guarantee provided by P&I is mainly to release and pay the responsibilities, losses, costs and expenses stipulated in the Maritime Labour Convention on behalf of ship owners, so as to ensure that the abandoned seafarers receive at least four months of unpaid wages and related repatriation costs. It is hoped that through the international convention system and the financial security provided by P&I, the risks can be effectively controlled. The financial security provided by P&I clubs will help reduce ship and seafarer abandonment incidents caused by shipowner’s financial problems, and prevent the liability for compensation for the rights and interests of the crew from shedding responsibility, and relive the burden on the port state, so as to facilitate the emergency disposal and compensation for the incidents of the seafarer abandonment.
