有許多觀光客喜愛探索台灣美麗奇妙的海洋生物，因此，潛水活動成為最主要的觀察方式，本研究主要在探討這類潛水活動時對環境的衝擊，其中大部分是因想就近觀察、親密接觸海洋生物而導致環境衝擊 ( 例如造成珊瑚斷裂、泥沙揚起 )。本研究以質性為研究方法，其目的在探討 : 一、休閒潛水對環境的衝擊。二、海蛞蝓在休閒潛水管理模式之策略，透過半結構式深入訪談在台灣致力保護珊瑚礁相關休閒潛水各領域產、官、學、民、醫之專家學者，以釐清保護區的設立、捕魚的權利與遊客遊憩的自由，進行歸納與分析。本研究結果為 : 一、探討休閒潛水對環境的衝擊的結果有兩項 : (1)休閒潛水活動在台灣雖然是小眾市場，但造成的環境衝擊不可輕視。(2)建設符合保護環境的人造設施，來降低有可能因自然環境引發的風險。二、探討海蛞蝓在休閒潛水管理模式之應用的結果有五項 : (1)海洋資源-「海蛞蝓生物多樣性」，其觀光發展現況大有可圖。(2)海蛞蝓因人為「擺拍」而受衝擊的影響非常大。(3)海蛞蝓之利用與生態保育間關係彼此存在衝突，但也是互惠共生之關係。(4)國內外海洋觀光資源之管理策略皆以舉辦特展型態模式來大力推動。(5)可建立故事性導潛制度。結論可藉由故事性、專業知識性的提升，引導民眾近海意願，加強提升保育棲地自然環境的力量。

The background of this research is that there are tourists who are exploring the beautiful and wonderful creatures in the ocean in Taiwan. The best way to observe the sea creatures is diving activities. Studies have found that the Environment's impacts of recreational diving activities are mostly caused by the desire to observe nearby and close contact with marine life (for example, causing coral fractures and silt up). This research uses qualitative research methods. The purpose of this research is to explore: 1. To explore the impact of recreational diving on the environment. 2. Discuss the application of sea slugs in the management mode of recreational diving to interview experts in various fields related to recreational diving in Taiwan, such as industry, government, academics, civilians, medicine, etc., in the semi-structured in-depth interviews. When many people mistakenly believe that the establishment of the reserve is restricting the original right of fishing and tourists' freedom of recreation, statistical analysis of the damage to their livelihoods and freedom. The results of this study are based on data analysis:
1. There are two results of exploring the impact of recreational diving on the environment:
(1) Although recreational diving activities are a niche market in Taiwan, the environmental impact caused should not be underestimated.
(2) Construct man-made facilities that conform to the protection of the environment to reduce the risks that may be caused by the natural environment.
2. There are five results of exploring the application of sea slugs in the management mode of recreational diving:
(1) For this marine resource-"Sea Slug Biodiversity", the current state of tourism development is promising.
(2) The impact that sea slugs is due to the artificial " face-positioning" and the impact is huge.
(3) The relationship between the utilization of sea slugs and ecological conservation is not only with the confliction but also with the mutual benefit and symbiosis.
(4) The operation and management of these marine tourism resources at home and abroad are all vigorously promoted by the mode of holding special exhibitions.
(5) The submarine guidance system can be built by the storytelling.
The conclusion suggests that the general people's willingness to go offshore and enhancing the natural environment of conservation habitats can be improved by the storytelling and the professional knowledge.
