服務與管理最大的不同在角色的扮演，服務的理念在創造未來永續的價值，管理的動機在預防目標無法有效達成的存在風險。公私協力是一種跨域整合的服務模式，以創新的行政思維，強調公共利益與公共價值，在彼此利益共享與價值共創的目標基礎上，邁向服務型政府。
本文以新公共服務的觀點探討公私夥伴關係間的合作，以價值共同創造的三個概念：使用價值、共同決定、經常互動，建構跨域整合的管理模式。研究個案以一地方性國際型運動場館，透過文獻探討與次級資料分析，再結合代表性人物的訪談內容分析，透過這些次級資料及訪談來彙整公私協力的可能運作模式。研究結果發現：當公共建設在面臨無人經營的窘境時，公部門以鼓勵民間參與營運，提升場館的使用率，並導入民間經營的能量，加以社群媒體、民代關注，促使公私部門重視公民利益及公共利益，進而提升公私協力夥伴關係的公共價值。研究貢獻與建議：政府、廠商、人民三方之供給與需求對生產者與消費者或參與者間，管理的動機與服務的理念，在不同構面的營運績效評定，會創造不同的營運價值。

The biggest difference between service and management lies in the role play, the concept of service in creating sustainable value in the future, and the motivation of management in preventing the existing risks that cannot be effectively achieved by the goal. Public-private partnership is a cross-domain integrated service model, with innovative administrative thinking, emphasizing public interest and public value, and moving towards a service-oriented government on the basis of the goal of mutual benefit sharing and value co-creation.
This paper explores the three concepts of cooperation between public-private partnerships and co-creation of value from the perspective of new public services: use value, joint decision-making, and joint decision-making Interact frequently to build a cross-domain integrated management model. The case study used a local international sports venue to compile the possible modes of public-private collaboration through literature discussion and secondary data analysis, combined with the analysis of interview content of representative figures. The results of the study show that when public construction is facing the dilemma of unmanned operation, the public sector encourages private participation in operation, increases the utilization rate of venues, and introduces the energy of private operation, which is paid attention to by social media and people, so as to promote the public and private sectors to pay attention to the interests of citizens and public interests, so as to enhance the public value of public-private partnership. Research contributions and suggestions: The supply and demand of the government, manufacturers and people will create different operational value in the evaluation of management motivation and service concepts between producers, consumers or participants, and the evaluation of operational performance at different levels.
