ABSTRACT
With the streamlining of the military organization and the reduction of manpower, the power of logistics units must be affected and lost. Respond to the establishment and development of the new generation weapon, the military logistics management becoming specialized and complexed continuously. Therefore, it has to rely on constructing a complete logistics management to reviewing the power of logistics supporting, complicating logistics mechanism, strengthening the ability of maintenance, and increasing levels of combat readiness.
After several times of streamlining, the energy of logistics of military has declined, the manpower of navy in maintenance department has been shortage too. To avoid the quality of the maintenance of the crafts affected by the shortage of manpower, and compliance with the policy of expanding of domestic demand and stimulating market promoted by Examination Yuan, the military implementing strategic commercial maintenance and commissioning nongovernment companies to help repairing and keeping the quality of the ship maintenance. Take the advantage of ‘Defense Resources Privatization’ policy to use private companies more thoroughly to support the maintenance of Navy and making sure the technique quality and make both upstream and downstream manufacturers get benefits, stimulating the development of the industry chain, reaching the goal of mutual benefit and reciprocity.
Despite the fact that the policy of ‘Ineffectiveness of the Strategic Commercial Maintenance’ has been implemented for several years, the cooperation of maintenance with private companies is ineffective. The relating literatures that this study discusses about take the key factors which might affect the result of Strategic Commercial Maintenance as reference, in a meanwhile, take the LCM （landing craft mechanized） for example, they collect the literature from the last three years of strategic commercial maintenance to analyze the key factors causing the ineffectiveness of the strategic commercial maintenance by decision tree, which is one of the most important method of data mining. As a result of the study, delays of the project causing by the activities of Navy, bargaining with venders, the weather and the walrus are the major factors that affect strategic commercial maintenance. They can also be viewed as the main points to arrange the management of the logistics units, forces deploying and the schedule of the ship maintenance, thus we can make sure the projects of the strategic commercial maintenance finished in time and meeting the demands.
