失效模式及影響分析（FMEA，Failure Mode and Effects Analysis）為現今製造業廣泛使用的風險分析工具，用途在於製造過程中針對可能發生失效前加以預防的分析工具。
由於在執行失效模式及影響分析時，跨功能小組成員經常因為風險因數認定的標準不一致而給予嚴重度（Severity）、頻度（Occurrence）、偵測性（Detection）的給分不同，導致優先改善項目意見不一致。
為了改善這個問題，本篇論文使用了決策領域中的公理化的方法，目的是在根據社會選擇理論的公理化前提下使小組成員根據自己的偏好做出選擇，再將個人偏好轉化為群體的偏好。
獲得風險因數的群體偏好後，我們再使用分群的方法，目的使得跨功能小組的意見能針對風險因數的配分趨於一致，並分做三群，即失效模式及影響分析中所提到的優先級高（H）、優先級中（M）、優先級低（L），藉此提升跨功能小組的討論效率。

Failure Mode and Effects Analysis（FMEA）is a risk analysis tool widely used in today's manufacturing industry. It is used to prevent possible failures during the manufacturing process.
When performing failure mode and impact analysis, cross-functional team members often give different scores for Severity, Occurrence, and Detection due to inconsistent standards for identifying risk factors, resulting in priority improvements. Disagreements on the project.
To avoid the problem above, this thesis presents an axiomatic method belongs to the field of decision-making. According to the axiomatic premise of social choice theory, group members make choices based on their own preferences, and then transform individual preferences into group preferences.
After obtaining the group preferences for risk factors, we then use the Clustering method to make the cross-functional group's opinions consistent with the allocation of risk factors and divide them into three groups, namely the priority ones mentioned in the failure mode and impact analysis. Priority High（H）, Priority medium（M）, and Priority low（L）to improve the discussion efficiency of cross-functional groups.
