The main function of the product testing laboratory is to play a notary role to inspect products to ensure product quality and user safety. In order to obtain the qualification for this notarization, the laboratory have to follow the specified management specifications, for instance IS0/IEC 17025, and is required to meet the evaluation and recognition of a specific management organization, such as the Taiwan Accreditation Foundation (TAF). Hence, this study uses knowledge of Project Management (PM) to organize specific activities of laboratory, and work collaboratively with Product Data Management (PDM) to control the time and quality of the research subject, in addition, to reduce the cost of rework for non-conformities, so that the specific activities can meet the requirements of project management. The success of a project involves the scope, quality, time schedule, cost, risk and other factors of the project. Among them, quality, time schedule and cost have always been defined as the key to the success of the project. The main forcus of this study is on the management of quality and schedule constraints, and the performance of the implementation is used to present the earned value of this study.
