In the 21st century, due to the impact of the COVID-19 pandemic, the rapid development of 5G and automatic vehicles, the demand of semiconductor has increased dramatically. The requirements for quality have become more stringent, which has caused the competition of semiconductor companies to become stronger and stronger. Therefore, the procurement management become more and more important. At the same time, in order to strengthen the competitiveness of the enterprise, the budget of the enterprise has been tightened day by day. Under the pressure of increasing demand, how to strengthen the procurement performance of the enterprise has become an important issue. From the perspective of corporate procurement management, this study explores the importance of various constructs, elements, and measures in the procurement management of Taiwan’s semiconductor packaging industry. This study has established four dimensions including “purchasing strategy”, “purchasing performance”, “procurement system”, and “procurement talent” based on the current state of procurement operations. Analytic Hierarchy Process (AHP) is applied to establish three-tier structure of elements and measures and their respective weights. The results show that the weights of the dimensions in order are “Purchasing Strategy”> “Purchasing Performance”> “Purchasing System”> “Purchasing Talents”; among the elements with the highest weights are “Quality Strategy”, “Cost Performance”, and “Supply”. Evaluation” and “Personality Traits”; the weight of measures is “Long-term Contract”> “Centralized Procurement”. The results of this research can provide suggestions for companies to continuously improve the efficiency of procurement management.
