在我們生活周遭，常見到電線杆，電燈杆上有許多的電纜線，不管是台電的電纜、第四台纜線、中華電信纜線、警方監視器訊號線、里長廣播訊號電線，甚至是私拉架空線路等等，而架空纜線會導致影響城市美觀、易受天氣影響、電磁干擾、安全隱患等一系列的缺點，這些問題都可以通過將電纜地下化來解決，從而提高城市可持續發展及現代化建設水準。纜線地下化則是目前台灣現在需要努力加強的方向，而纜線地下化的優點是提高城市美觀度、增強穩定性、提高維護效率、增強安全性、提高通信效率等等，其缺點也可見一斑，埋設地下電纜的成本較高，需要進行挖掘、埋設和填埋等工作，這些工作需要耗費大量的人力、物力和時間金錢且維護地下電纜比維護架空電纜更加困難，需要專業人員進行挖掘和修復。纜線地下化之後又面臨許多挖掘工程，例如自來水公司的建設及維修，汙水溝渠的清淤及挖掘，還有台電、中華電信鋪設修復工程等等都會導致許多埋設在地下的電信纜線管路被挖損，本研究主旨是在挖損後如何以模糊演算法配合中華電信地理資訊系統評估是否更換電信纜線才不會導致電信公司支出成本太大。

In our daily lives, we often see many cables on electricity poles and streetlights, including those belonging to Taiwan Power Company, cable TV companies, Chunghwa Telecom, police surveillance systems, neighborhood broadcasting signals, and even privately installed overhead lines. However, overhead cables can lead to a series of drawbacks, such as affecting urban aesthetics, being susceptible to weather, electromagnetic interference, and safety hazards. These problems can be solved by underground cable installation, thereby improving the level of sustainable development and modern construction in cities.Underground cabling is currently a direction that Taiwan needs to strengthen. Its advantages include enhancing urban aesthetics, improving stability, increasing maintenance efficiency, enhancing safety, and improving communication efficiency, among others. However, its drawbacks are also evident. The cost of burying underground cables is higher, requiring excavation, burial, and filling, which consume a lot of manpower, material resources, time, and money. Maintenance of underground cables is more difficult than that of overhead cables and requires professional personnel for excavation and repair.After the undergrounding of cables, there are many excavation projects to face, such as the construction and maintenance of the water supply company, the dredging and excavation of sewage channels, as well as the construction and repair projects of Taiwan Power Company and Chunghwa Telecom, which can cause many telecommunications cable pipelines buried underground to be damaged. The main focus of this study is how to replace telecommunications cables after damage to achieve the maximum benefit without causing the telecommunication companies to incur excessive costs.
