越南-发展中国家，台湾-被称为亚洲四大龙之一，两国在劳动力的供求关系上有着密切的关系。自1980年代以来，劳动力输出一直是越南政府的政策之一，而“走南”也是台湾改善和增强经济的一项发达政策，正是由于双方的需要，直到1999年，越南和台湾一直越南向台湾劳务输出协议。这种合作不仅可以帮助台湾解决人力资源短缺的问题，而且可以帮助越南人民提高技能，并获得比标准工资更高的收入。近年来，由于台湾劳动力市场的吸引力，越来越多的越南人想来这里工作，因此出现了很多问题，甚至发展起来，甚至政府本身也遇到了很多问题，在控制和解决这种情况方面遇到了困难，这就是合法工人变成非法工人。这也是本文的主要主题，我想找出导致这种情况变得如此紧急和严重的原因。

Vietnam - a developing country, Taiwan - named as one of the four dragons of Asia, both countries have a close relationship in the supply-demand relationship of labor manpower. Labor exportation has been one of the policies of the Vietnamese government since the 1980s and “Go South” has also been a developed policy of Taiwan in improve and enhance economy, precisely because of the need of both sides, until 1999, Vietnam and Taiwan had an agreement on labor export from Vietnam to Taiwan. This cooperation not only helps Taiwan solve the shortage of human resources but also helps the Vietnamese people to improve their skills and earn higher income than the standard salary. In recent years, because of the attractiveness of the Taiwan labor market, more and more Vietnamese people want to come here to work, so many problems arise and develop, even the government themselves got many problems and meet difficult in controlling and solving this situation, which is legal workers become illegal ones. This is also the main topic in this thesis and I want to find out which causes that make this situation become so exigent and serious.
