摘要
臺灣2018 年 4 月已從高齡化社會正式邁入高齡社會，且國發會2022年8月通過最新人口推估報告，台灣2025年進入「超高齡社會」，因此樂齡產業將形成龐大的需求，政府對於高齡化社會的到來必須投入大量的資源來因應，加上不動產開發商也對於樂齡產業的商機，積極投入並投入資金來分食樂齡商機的大餅，而我們本文藉由探討樂齡養生所需具備何種資源，來驅動屏東縣高樹鄉的轉型。因此本研究旨在透過了解台灣樂齡產業及樂齡養生村發展現況，參考國外樂齡養生村的發展基礎和趨勢，分析屏東縣高樹鄉轉型為樂齡養生村的可行性評估。本研究結果評估結果發現，高樹鄉具備適合老年人居住的自然環境和低廉的土地成本，並提供豐富的休閒活動和充足的醫療資源，適合發展樂齡養生村，若轉型成為養生村，對鄉民而言可讓當地年輕人能在地就業，解決當地人口老化之問題，加上高樹鄉具備低廉的土地成本、交通便利和吸引退休人口居住的條件。另一方面透過申請國際慢城組織提升產品知名度，整合各方人才與資源將養生村變成養生鄉成為樂齡人士退休時選擇養生村的第一品牌，達到解決都市人口擁擠和退休養老成本過高的問題，同時增加年輕人的工作機會，可創造三贏的局面，但轉型的關鍵在於整體生活環境的設計和規劃，讓高齡入住者與當地居民互動，融入在地生活，故需要政府的支持和推動，才是實現這一轉型目標的關鍵。

Abstract

Taiwan officially transitioned from an aging society to an aged society in April 2018. Furthermore, according to the latest population estimation report approved by the National Development Council in August 2022, Taiwan is projected to enter a "super-aged society" by 2025. As a result, the silver care economy is expected to generate significant demand, necessitating substantial resources from the government to address the challenges of an aging society. Real estate developers are also actively investing and allocating funds to capitalize on the Business Opportunities for the Seniors. In this study, we explore the necessary resources for successful active aging and drive the transformation of Gaoshu Township in Pingtung County. Therefore, the aim of this research is to assess the feasibility of transforming Gaoshu Township into Silver Health Care Villages by understanding the current development of the Business Opportunities for the Seniors and Silver Health Care Villages in Taiwan, and referencing the foundations and trends of similar villages abroad. The evaluation results of this study find that Gaoshu Township possesses a natural environment suitable for elderly living, with low land costs, abundant leisure activities, and ample medical resources, making it suitable for developing Silver Health Care Villages. The transformation into Silver Health Care Villages would provide employment opportunities for local youth, address the issue of population aging, and benefit from low land costs, convenient transportation, and the potential to attract retirees. Moreover, by applying for membership in the 「International Cittaslow Network 」and enhancing product visibility, integrating talents and resources, Gaoshu Township can establish itself as the preferred choice for retirees, thus resolving urban population congestion and the high cost of retirement care while creating job opportunities for young people, resulting in a win-win situation. However, the key to successful transformation lies in the design and planning of the overall living environment, promoting interaction and integration between elderly residents and the local community, which requires government support and promotion as the critical factors in
achieving this transformation goal.
