本研究目的在於發現警察工作績效表現和民眾與警察接觸時感受到的程序正義及公平對待，二者在民眾對警察態度(警察服務品質滿意度及對警察信任程度)的影響上皆具有相同的重要性；並找出媒體對警察負面報導傳播效果可能的影響力。希冀將研究結果與發現提供給警政機關做為增進其執法程序及媒體負面報導危機處理的參考，以達到警民合作、共同維護社會秩序的警政服務目標。
本研究的分析樣本為台灣年滿18歲以上成人。研究方法是透過實證資料的蒐集，包括問卷調查資料以及內政部警政署全球資訊網的政府公開資料，所建構之主/客觀整合性資料庫以描述性統計、獨立樣本T檢定、單因子變異數分析、皮爾森積差相關分析及OLS多元迴歸分析進行統計分析。
研究結果發現，首先，警察績效表現、程序正義在民眾對警察的態度上皆具有顯著的高度正相關且呈現正向影響關係。其次，民眾愈常對媒體報導做事實查證，對警察信任程度也愈正向；民眾消費愈多媒體對警察不當行為的負面報導，對警察信任程度也愈負向。第三，民眾有被動接觸警察經驗，對警察信任程度也愈負向。

The purpose of this study is to find out that police performance and public perception of procedural justice in contact with the police are equally important in the impact of public attitudes towards the police. And find out the possible influence of the media on negative reporting of the police. It is hoped that the research results and findings will be provided to police agencies as a reference to enhance their law enforcement procedures and media negative reporting crisis management, so as to achieve the police service goal of police-citizen cooperation and jointly maintain social order.
The analysis samples of this study were adults aged 18 and over in Taiwan. The research method is through the collection of empirical data, including questionnaire survey data and government public information from National Police Agency, Ministry of the Interior, Republic of China (Taiwan). The constructed subjective/objective integrated database was statistically analyzed with descriptive statistics, independent sample T test, one-way ANOVA, Pearson product-moment correlation coefficient and OLS regression.
The results of the study, first of all, police performance and procedural justice have a significant, highly positive correlation and a positive impact on public attitudes towards the police. Second, the more people do fact-checking of media reports, the more positive their trust in the police is. The more people consume negative media coverage of police misconduct, the more negative their trust in the police is. Third, people who have passive contact with the police have more negative trust in the police.
