本文透過三國模型，探討進口國將技術授權給出口國，對於進口國技術授權與關稅政策之影響；並在完全訊息的角度下建立動態賽局，藉以分析政府在不同模型環境設定下，對於社會福利與關稅政策的影響。
研究結果顯示，在授權兩家廠商時：1.在專利權人採取單位權利金授權下，技術創新幅度大時，進口國政府將對高成本國家廠商給予高進口補貼，低成本國家廠商給予低進口補貼；當技術創新幅度小時，進口國對高成本國家廠商採取低進口關稅，低成本國家廠商採取高進口關稅。2.若專利權人採取定額權利金授權，進口國對高成本國家廠商採取高進口關稅、低成本國家廠商採取低進口關稅。3.由於採無歧視授權，在定額權利金授權下，對於低成本廠商的成本節約無法完全剝奪，因此福利水準反而下降。

This article explores the interaction of technology licensing and tariff policies of the importing country by using a three-countries model; the complete information dynamic games are established to analyze the influence of the licensing strategies on the social welfare and tariff policy. The results show that under two firms are authorized: 1. When the patentee adopts the royalty licensing and the cost-saving innovation is large, the government of the importing country will provide a high subsidy to the firm in the high-cost country, and a low subsidy to the one in the low-cost country. When the cost-saving innovation is small, the importing country will impose a low tariff rate on the firm in the high-cost country, and a high tariff rate on the one in the low-cost country. 2. If the patentee adopts a fixed-fee licensing, the importing country will levy a high import tariff rate on the firm in high-cost country and a low import tariff rate on the one in low-cost country. 3. Due to the non-discriminatory licensing, under the fixed-fee licensing, the cost savings effect of low-cost firm cannot be completely extracted by the patentee, the social welfare is lower than the one under royalty licensing.
