衛生署於民國96年發展「數位健康計畫 - 遠距照護試辦計畫」，以提升台灣醫療遠距健康照護品質。在科技日益進步及老人國來臨狀況之下，我國政府將整合科技推行「U-Care旗艦計畫」以提升銀髮族健康照護品質及建構照護平台。
　　本研究目的旨在透過實證研究，探討不同科別、服務職稱、性別、婚姻、年齡、教育程度、從事醫療行政年資、從事醫療臨床年資、參與病人安全相關教育課程時數，對遠距健康照護之觀點認知差異性。本篇研究使用問卷方式進行，研究對象為台灣的醫療人員，並針對台灣醫療職業人口數百分比進行，包含內科醫師、外科醫師、護理師、藥師、及檢驗師五類職業人員。問卷時間為期兩個月，共回收294份問卷，並以SPSS統計軟體進行資料分析工作。
　　從統計分析結果發現，不同服務職稱、性別、教育程度的醫療人員對遠距健康照護觀點有較多顯著的不同；不同年齡的醫療人員對遠距健康照護觀點都沒有顯著差異；不同婚姻、從事醫療行政年資、從事醫療行政年資、參加病人安全相關教育課程的醫療人員對遠距健康照護觀點僅有一項有顯著的不同。經由上述結論，希望透過醫療人員遠距健康照護之觀點，提供更完善的遠距健康照。

In 2007, the Department of Health, Executive Yuan of Taiwan initialized『Digitized Health Care – Long Distance Coverage Program』for the purpose of improving the quality of ubiquitous care services in Taiwan.
Following that, the officials hope, by using new technology, the conduction of the new 『U-Care Program』can help to establish of a stronger program platform, so the increasing number of “silver-haired” seniors in Taiwan can have the opportunity to enjoy an upgraded health care coverage.
The research is based on a wide range of topics, including: various medical fields, occupations, gender, martial status, age, educational levels, levels of experiences in the public health system (including administrative and clinical), hours of involvements in patient educational program, depth of understanding on ubiquitous care program, etc. This research is carried out by distributing questionnaires to five different types of medical personnel: attending doctors, attending surgeons, nurses, pharmacists, and medical technicians. After two months, a total of 294 questionnaires were returned and assessed by SPSS statistical software.
From the statistical analysis, it is evident that a medical personnel’s perspective on ubiquitous care varies from that of others based on their occupation, gender, and educational levels. Martial status, levels of experiences in the public health system (including administrative and clinical), and hours of involvements in patient educational program result in only one difference in the perspectives. Last but not least, age has no effect.
In summary, therefore, it is hoped that based on the different perspectives collected from medical personnel with different background, a more well rounded ubiquitous care can be constructed for providing better quality services for all the people in Taiwan.
