社子島開發案應是台北市第一個以「公民參與、住民自決」為原則的規劃案，並採取i-Voting方式投票，即是希望能獲得居民的參與進而達成居民的共識與支持，然而結果並未如預期，以至於開發案至今呈現居民抗爭紛擾的狀態。一個「公民參與、住民自決」立意良善的決策過程，結果卻不如預期？本研究以社子島的開發案決策過程為例研究以下兩個問題：政府官員與居民兩方對於「公民參與」程度的認知是否具有顯著的差異？在「公民參與」的過程，如果政府與居民在認知上有差異時，如何消彌雙方的差異？
本研究最主要的貢獻在以實證的方式建構出公民參與前置立場、過程及結果之關係架構，並據以討論如何消彌雙方的公民參與認知差異以提升行政效率。本研究主要發現包括：政府與居民雙方對於公民參與目的的認知是否一致將影響公民參與的成效、當公民參與的過程發生認知差異將可能導致負面的效果、使用民主立方體的方式來評估公民參與的差異性可以適當的反應雙方的歧異所在，而消彌公民參與認知之差異可以達到促進行政效率之目的。
另外在有關於公民參與之理論上亦提出本研究之發現與建議事項，可做為後續公民參與領域研究或實際以公民參與的理念執行計畫之參考。另因至今鮮有將民主立方體進行實證操作的學術研究，本研究亦加強了民主立方體此一架構之實證研究。

“Shezidao plan” is the first project which was processed by the principal of “public participation, residents’ decision” in the project planning phase. Taipei City Government instructed city officials to hold a survey on the i-Voting online polling platform and hope residents could support the decision of the i-Voting. Most of the original Shezidao residents are not opposed to the development but faced with the resistance to the decided development plan. Why a “public participation, residents’ decision” policy planning process can not be achieved as government’s and residents’ wish? This dissertation surveys the answers about the differences of the Cognitive levels of public participation between residents and city officials in “Shezidao plan” and how to reduce the differences of the Cognitive levels.
The main contribution of this dissertation is a diagram which describes the relationship between public participation and policy planning is proposed. Based on this diagram, the inter-relationships between the premises, the procedure and the result of public participation are expressed to explain how to reduce the differences of the Cognitive levels of public participation between residents and city officials in order to improve the administrative efficiency. In this dissertation, the dissertation will expresses the findings included “The differences of the cognitive levels of public participation influences the efficiency of policy planning”,” The differences of the cognitive levels may result in negative impact to decision quality”, “The Democracy Cube is a useful tool to evaluate the differences of the Cognitive levels of public participation and find out the main factors which result in the difference” and “ Administrative efficiency can be improved by reducing the differences of the cognitive levels of public participation”.
The findings and suggestions of this dissertation can be used or applied by the research fields or practical projects of public participation. Besides, this dissertation enriches the empirical application for the Democracy Cube method.
