Vietnam is a country with specific history which is quite different from other countries in the world. Most of the time over the past was passing through the war period. Vietnam officially obtained national unity since 1975, and then applied the socialism system across the entire country. Political system gets Marxist- Leninist philosophy as guideline to lead the country. Therefore, the political system had only a single party State without the existence of parties and political competition. Actually, the Vietnamese National Assembly is the only organ in the way to institutionalize the resolution of the Communist Party of Vietnam.
The Socialist Republic of Vietnam is a young State, up to now it is only 34-year old State; the political system has many weaknesses and shortcomings. The National Assembly acts as state’s highest power organ which was recorded in constitution, but has not promoted its function fully. This becomes a big obstacle on the way to build a state rule of law, democracy in the processes of development of peoples. The research to National Assembly to find solutions to change the status today is becoming a needed and urgent problem.
In all political institutions, the National Assembly as the legislative body always plays an important role in building a legal system to adjust and to manage all social activities; at the same time it plays the role of monitoring the Government’s activities, to prevent misuse of power from the branches of politics power. And above all, the National Assembly must be the state which is representative for will and aspirations of the people. However, in Vietnam, representative features of the National Assembly have not been defined well and regulate specifically in law and constitution. Therefore, the implementation of representative function of Vietnamese National Assembly is causing the reaction from public opinion on many issues and in different cases not create consensus in the thinking of people.
To improve the efficiency and effective operation of the National Assembly requires the implementation of many solutions. Solutions not only come from National Assembly its self, which must be conducted in the overall operation of the political system, from system architecture, theory and the way of activities organization. However, the original basis of problem is that, the National Assembly must be the realistic representative organ for will and aspirations of the people. Respect the rules of nature, the rule of the society’s movement is essential to build political system with the universal values of the general world.
With a specific political system like Vietnam, there is not many people to participate in further research on the political system of Vietnam, especially very few people know about how the Vietnamese National Assembly operates in the politics system in this country.
Taiwan is an East Asia country, has many cultural, economic, social characteristics similar to Vietnamese society, now it has become a democratic country with highly development economic rate. Especially, the political system with many points of advance should be the valuable treasure for Vietnam to learn.
Author is currently working in the Vietnamese National Assembly’s service agency, with a desire to learn about this system as well as the purpose to introduce to the Taiwan scholars, teachers and students some information about the activities of the Vietnamese National Assembly Vietnam as a reference material.
With the preliminary study can not bring a depth of research, this Master''s thesis can only introduce how issues related to the formation, organization and operation of the Vietnamese National Assembly since it was established (1946 to present), and also make some individual suggestions and solutions to promote the National Assembly’ operations more effectively in the future.
