現代社會科技進步，通訊發達，惟各地區之貧富不均帶來了全球化人口移動的潮流，此現象所導致的人口販運問題，已經是目前國際社會社及各國政府所難以忽視之挑戰。
由於我國經濟繁榮，已成為東南亞婚姻移民及勞動人口之輸入國，不法集團從中進行人口販運行為，從中牟利，不僅侵犯國家法益，傷害人權，亦對我國形象造成負面影響。為打擊人口販運罪行，我國於2006年制定「防制人口販運行動計畫」，提出3P─「預防」、「保護」及「查緝與起訴」等三大面向之整體防制策略，另於2007年成立「防制人口販運聯繫協調會報」以督導各部會執行防制人口販運工作成效並建立聯繫協調之平台。另在2009年8月修正入出國及移民法增訂「跨國境人口販運防制及被害人保護」專章，作為跨國境人口販運防制作為之法源依據，但其規範之範圍仍有付之闕如。為加強人口販運案件之預防、被害人之保護機制以及對於被害從重求刑以彰顯人口販運之惡，於2009年頒布施行「人口販運防制法」，訂定特別刑法處罰規定，以補充當時法制對於刑事處罰規定之不足。
打擊犯罪、維護治安乃警察之職責，但人口販運對於我國執法人員來說，尚稱新穎，且人口販運防制法亦公布施行不過三年，相關配套措施也在起步階段。雖然政府努力從事相關防制措施且召開相關會議以檢討策進，但在實務面上仍不免遇到許多困境，本研究旨在探討我國警察機關防制人口販運之實務措施，以及藉由訪談現職從事人口販運查緝及防制工作之員警，了解目前警察人員於執行防制人口販運所遭遇之現況與困難，並提出建議，俾提供未來法規修正或政府相關機關施政之參考。
