由於台灣歷年來失業率皆低於3%以下，以致於失業問題一直未受國內學者重視。但近年來高等教育者之失業率逐年上升，致使高等教育者之就業問題成為眾所矚目的焦點。由於失業現象不但造成人力資源之浪費，亦會引發社會問題，故就人力資源之規劃與運用而言，實在有必要對高等教育者之勞動參與行為作一探討。
本文以Wolpin(1987)以及Holzer(1987)之工作搜尋模型為理論基礎，運用民國八十六年人力運用調查報告資料，以Probit模型和Logit模型來分析台灣地區高等教育者之勞動參與行為。
本文之實證結果共分二部分，一為勞動參與機率模型，一為就業機率模型。實證結果顯示，戶長、年齡、婚姻狀況以及教育程度均為影響高等教育者之勞動參與行為的重要因素，而影響高等教育男性與女性勞動參與行為差異之因素最主要為年齡、婚姻狀況以及就讀教育科系者。在就業機率方面，性別、年齡、婚姻狀況、求職方式以及就讀科系均會影響高等教育者之就業機率。
比較高等教育與非高等教育者，在勞動參與機率模型部分，高等教育者無論男性或女性，其各年齡組之勞動參與機率均較非高等教育者高。在就業機率模型部分，高等教育與非高等教育者之差異並不大，只有男性在45-55歲以及部分求職方式上有些許差異。

This article is based on the job search model of Wolpin(1987) and Holzer(1987). It used the data of the manpower utilization survey in Taiwan in 1997 to analyze the behavior of labor participation of the high-educated people in with Probit model and Logit model.
The empirical result of this article is divided into two parts. One is the model of probability of labor participation; the other is the model of probability of employment. The results indicate that the head of family, age, condition of marriage and level of education impact the high-educated people*s behavior of labor participation. While the main reasons of the difference of the behavior of labor participation between male and female are age, condition of marriage, and the subject major in education . And the factors of impact the probability of employment are gender, age, condition of marriage, methods of used in job seeking process and the major subject.
Make a comparison between high-educated and low-educated, either male or female, the probability of labor participation of high-educated in every age is higher than the low-educated in the model of probability of labor participation. The differences of probability of employment are only in the male between 45 to 55 years old and some of the ways of seeking for jobs.
