本研究認為失業率攀升與產業出現人才荒的問題來自於實際工資低於均衡工資,造成多數的求職者認為雇主提供的工資過低,導致無法聘請到人力。本研究使用雙尾隨機邊界模型將不同類型的產業區分開來,藉此分析整個勞動市場與不同的產業是否都出現了實際工資低於均衡工資的現象,而在工資無效率分配上的建構使用更具彈性的半常態分配,最後使用蒙特卡羅模擬來確認在有限樣本下模型是否適合。實證分析使用行政院主計總處2004年至2013年的「人力資源附帶專案調查:人力運用調查」,依產業特性將產業分為七類,而研究對象主要針對男性勞動者;由結果可以發現無論是在整體或是各別產業,實際工資皆出現高於均衡工資的現象與開始的認定並不相符。
