近年來國際局勢丕變，國際金融危機後，美國獨霸局勢屢受挑戰，而中共的國力乘勢崛起，並挑戰排擠美國對太平洋的控制權，致使中共突破第一島鏈封鎖並成為常態。
向來與中共劍拔弩張的臺灣，卻在馬英九總統上任後，雙方簽定海峽兩岸經濟合作架構協議(ECFA)，從此開啟兩岸對話機制，也解除外界原以為在中共國力崛起後，對第一島鏈發生碰撞衝突的熱點─臺灣。然而東亞緊張局勢並未消除，中共與日本及南海諸國的領土海權問題，取代臺灣問題成為新熱點，並隨著中共經濟成長提升對能源的需求緊張，南海問題成為中共對外最可能發生衝突的爆發點。而此情況更伴隨大陸人民一向高張的民族主義情緒更形惡化，我國、中共、日本及南海諸國皆對南海主張其領海權，其中因為我國控制著南海最大島嶼─太平島，使得形勢更趨複雜。
本文以「南海問題」為標的個案進行分析研究，透過文獻、「博弈理論」及「模糊理論」等方法進行交叉研析，文內主要重點置於討論兩岸對於南海爭議合作的可能性，以及台灣如何憑藉南海諸多紛爭問題向中共博取國際認同地位等國家利益議題。
面對我國因應南海的競逐，本文歸納建議重點如次：
一、針對南海新變化相應制定出總體戰略規劃。
二、積極提升我國海洋的綜合管理能力。
三、加強整合與強化海上執法力量。
四、加速海洋立法，依據國際法理爭取南海海權。

The status that the Pacific Ocean used to be dominated by the United States was challenged by the growing China after recent global financial crisis and thus makes it normal for China to break the U.S.’s blocking on the 1st island chain.

Under the state of hostility cross the Taiwan Strait, Taiwan (R.O.C) has signed the Economic Cooperation Framework Agreement (ECFA) with China after Taiwanese president Ma took his position and thus set up the bilateral dialogues as well as avoided to conflict with China in the 1st island chain.

Accordingly, the strained situation over the East China Sea incurred by Japan and China contending for the disputed islands, has replaced the previous Taiwan-China issue and makes Japan the most likely country to conflict with China. Additionally, maritime confrontation, territorial nationalism and resources competition from the adjunct countries around the South China Sea (SCS) have complicated the problems and bring Taiwan which owns the biggest island in the Sprately unexpected challenges in the future.

Targeting in the South China Sea disputes, this study looks into the problems by applying referencing documents, “game theory” and “fuzzy logic”. The content focus on discussing the possibility for both sides across the Taiwan Strait to cooperate in reaching a consensus toward the SCS disputes and how Taiwan obtains the international reorganization and its national interests through such negotiation with China.

The advices on how Taiwan responds to the resources competition in SCS are as following：
1.To set up a general strategic plan to correspond the new changes over the SCS.
2.To enhance the maritime management capacity.
3.To increase the strength of law enforcement and the integrity.
4.To speed up the regulation of the ocean and claim territorial sovereignty under
United Nations Convention on the Law of the Sea.
