在資源有限的環境中，圖書館合作是圖書館事業長遠發展的必然之路，合作方式亦歷經時代潮流、科技及環境變遷而漸趨成熟。合作編目開啟圖書館合作之鑰，藉由書目供應中心之成立以及透過編目技術之演進，讓書目共享更加順暢。OCLC為全球規模最大的書目供應中心，集圖書館之群策群力，共同建置書目資料庫—WorldCat，以協助圖書館進行編目作業、參考服務以及館際互借等工作。本研究旨在瞭解台灣OCLC會員館參與WorldCat建置之動機與觀點，以及上傳、下載書目之種類和建置過程中所遭遇之問題。此外，亦探討會員館如何使用OCLC WorldCat於編目以外之其他工作項目與對OCLC的看法及建議。
本研究於民國95年5月12日至7月22日，以問卷調查法針對國內40所OCLC會員館進行普查。除有1所監管會員圖書館因故無法填答，共計回收21所監管會員圖書館及19所會員圖書館之問卷。歸納本研究之結論如下：
一、 台灣OCLC 會員館近年有明顯成長之勢，監管會員與會員圖書館之比例相近，類型趨於多元且以大專校院圖書館居多。我國會員館以原編上傳及下載書目方式參與WorldCat之建置，而使用WorldCat在參考服務及館際互借方面並不普及。
二、 國內大部份OCLC會員館採原始編目及抄錄編目方式處理館藏，僅有少數圖書館採委外編目。針對不同語文館藏亦有不同之編目政策，中文館藏及西文館藏傾向以抄編方式處理，日韓文館藏則傾向以原編方式處理。
三、 國內有五分之一之會員館原編上傳書目至WorldCat，且主要為大專校院圖書館。「書目國際化」為會員館上傳書目至WorldCat之主要目的。會員館以「無足夠人力」及「書目格式不符合」為由不上傳書目。
四、 國內幾近全數會員館下載WorldCat之書目，亦因此加速館內編目作業效率及節省編目成本。「量大質優」是吸引圖書館下載WorldCat書目的主因。而圖書館會因語文特性、資源取得便利性及價格等因素，先檢索WorldCat以外之資源。
五、 國內OCLC會員館上傳之書目類型以實體圖書居多，語文別以中文書目為主。下載之資料類型亦以實體圖書居多，語文別以西歐語系為主。不同類型圖書館間上傳、下載書目之類型及語文別則無太大差別。
六、 我國OCLC會員館之參考服務及館際互借使用 WorldCat之情形不普遍；而參考服務使用WorldCat目的在於「提供館員參考諮詢工具」及「提供讀者具有高品質之書目系統」。「參與資源共享」、「資源取得管道便利」及「統一帳單機制」則為館際互借選擇WorldCat之主因。

七、 在參與WorldCat建置過程中，國內會員館大都以「線上即時單筆」方式處理。會員館因上傳下載書目之流程過於繁複、軟體使用操作不易及連線品質不甚穩定而感到困擾。
八、 雖然OCLC針對我國設計專屬的編目計價方式及推出各項促銷活動，惟國內會員館仍普遍認為OCLC價格過高、計價政策較缺乏透明性及彈性，希冀OCLC能真實瞭解我國圖書館之需要，設計適切的價格方案。
九、 我國OCLC會員館肯定OCLC產品之實用性，並從一系列的推廣活動中涉獵新知識。 OCLC在國際間發展各項先導研究計畫不僅具前瞻性，更能解決圖書館之問題，深得國內圖書館之高度迴響。惟我國會員館認為OCLC在產品及技術支援方面仍需加強。

本研究根據研究結果提出下列建議：
一、 建議OCLC及其代理商能掌握我國圖書館需求，發展合理價格模式；同時建立書目品質控管機制，增加WorldCat書目強度；並改善編目軟體功能設計，強化產品及技術支援服務；能更進一步持續推廣資源共享理念，積極邀請我國圖書館參與國際性研究計畫。
二、 建議我國國家圖書館書目中心積極與全球性合作組織合作，將NBINET之書目資源分享於國際；同時可參考OCLC成功之營運經驗，使書目中心之運作更加完整化。
三、 建議我國圖書館以積極開放之態度投入中文書目國際化工作，展現我國書目管理專業之風範。此外，編目館員亦可多瀏覽其他國家之書目，並參與國際性編目論壇，以拓展國際觀，提升編目專業素養。

The interlibrary cooperation is a promising path that is conducive to perpetual existence of libraries within a resource-restricted environment. With change in trend, technology, and environment, the content of the interlibrary cooperation evolves abundant and multiple styles, and the methods for cooperation also incline towards diversity. Cooperative cataloging open the path of interlibrary cooperation , enforces the resource sharing by the bibliographic utility funded and cataloging technologies evolution. As to the operation of the global bibliographic utilities, there is no utility more massive than OCLC. OCLC may offer an environment to construct the bibliographic records and subsequent WorldCat through cooperative cataloging, meanwhile, the online union catalog can be used to contribute the exchange of bibliographic records, reference service, and interlibrary loan.
The objectives in this study are to investigate the motive and viewpoint that the members of Taiwan join the contribution of WorldCat, types of bibliographic records upload/download, and various issues occurring in construction procedures. In addition, other contents include the situation that members use other items of the OCLC WorldCat except cataloging and opinions as well as suggestions on OCLC from members.
In this study, the objects are the OCLC members of Taiwan and the questionnaire method is adopted for the survey. During the survey period, from May 12 to July 22, 2006, there are total 40 OCLC members in Taiwan where the status of 21 members is the Governing Members and the status of 19 Members. Within this period, since one Governing Member fails to answer the questionnaire for some reasons, the total number of libraries receiving the interview is 39. According to statistical results by the questionnaire and analyses from literatures, some conclusions and recommendations are inferred as follows:

1. The number of the OCLC members in Taiwan is apparently ascending in recent years that the number of the Governing Members is comparable to that of the Members. The feature of libraries is very university and college libraries account for the majority of them. The manner that Taiwan members participate in the contribution of WorldCat is the original inputting and the records downloading but the reference service and the interlibrary loan using WorldCat are not popularized.
2. In most OCLC members in Taiwan, the major method for management of library collection is both original cataloging and copy cataloging but only a minority of libraries adopts the outsourcing cataloging. For the collection written by various languages, the cataloging policy is somewhat adjusted: the copy cataloging is used for Chinese & English collection but the original cataloging for Japanese and Korean.
3. The one-fifth of the members, university&college libraries mostly, will upload the bibliographic records to WorldCat. The main intention of uploading bibliographic records to WorldCat by the members is “internationalization of bibliographies”. The reasons of the members’ failing to upload bibliographies are “deficiency of manpower” and “unmatched formats of bibliographies”.
4. The fact that the great majority of members downloading bibliographic records from WorldCat has improved the efficiency of the cataloging operation and saved the cataloging cost. The major reason of attracting libraries to download bibliographic records from WorldCat is “great amount plus top quality”. In general, a library prefers to retrieve other resources rather than WorldCat owing to characteristics of languages, convenience of catching resources, and prices.
5. For the OCLC members of Taiwan, the books account for the majority of categories of the uploading bibliographic records and most books belong to Chinese. Similarly, the category of the downloading is also the books mostly and the languages mainly belong to the West-European language family. Moreover, there is no obvious difference in category/language of uploading or downloading bibliographic records between different types of libraries.
6. At conducting the reference service and the interlibrary loan, the case of using WorldCat by the members of Taiwan is rare. The major goal of using WorldCat for the reference service is to “provide reference tools for library staff” and “provide a high-quality bibliography system for readers”, and on the other the major reasons of selecting WorldCat for the interlibrary loan are “resource sharing”, “convenient channels for acquiring resources”, and “the unified bill mechanism”.
7. During the process of contribution of WorldCat, the members of Taiwan usually select the “single online real time” mode. In general, the members are perplexed at complexity in processes of uploading/downloading bibliographic records, uneasily realized operation of software, and unsteady on-line quality.
8. Most members of Taiwan still conceive disappointment for high price and unclarity as well as inelasticity in the valuation policy of OCLC in spite of specific valuation in cataloging and promotions designed for Taiwan by OCLC. Thus, they expect an adequately redesigned price program corresponding to requirements of Taiwan libraries by OCLC.
9. The OCLC members of Taiwan approximately approve its practicality for the product of OCLC and absorb new knowledge from a series of its promotions. The features of some international pilot projects offered by OCLC that supply not only innovative concepts but also solutions for existing problems in libraries bring about great response from the domestic libraries. However, on Taiwan OCLC members’ perspective, OCLC should strengthen the quality of product and technical support

Recommendations according to research results:
1. The OCLC or its agency ought to adequately realize requirements from Taiwan libraries, so as to develop a rational price mode; construct a mechanism to control the quality of bibliographies and strengthen contents of WorldCat; design software improving its functions to simplify procedures of uploading/downloading bibliographic records; further popularize the concept of sharing resources; actively invite libraries to join international research projects.
2. The bibliographic utility of National Central Library should zealously cooperate with the global organizations to share NBINET resources to the world; refer to the successful experience of OCLC to complete the operation of the bibliographic utilities of Taiwan.
3. To show the specialty in management of bibliographic , the libraries should keep an active attitude to devote to internationalization of Chinese records. In addition, the library staff being responsible for cataloging should frequently browse bibliographic records of foreign countries and participate in the international cataloging forum, so as to enhance the specialty of cataloging in addition to knowledge of the routine.
