城鄉的發展始終存在著許多的差異，尤其在社區設施便利性上，隨著都市化程度而愈加明顯，本研究將提出有別於以往以相同設施服務距離來衡量城鄉社區的評估方法。本研究利用德爾菲專家學者問卷篩選來決定必要的社區便利性設施項目，針對必要社區便利性設施進行全國115個城鄉社區設施服務距離現況調查，以Bootstrap Method拔靴法利用樣本數據推估母體設施服務距離之信賴區間；調查結果發現都市型社區與郊區型社區在生活便利設施方面的服務距離無太大差異，項目齊全且服務距離短，母體服務距離約200~500m；郊區型社區則相對分散且項目不齊全，母體服務距離約600~4000m。
在權重分派方面，都市型社區與鄉村型社區分類權重最大者均為生活便利設施，都市型社區項目權重最大者依序為公立國小、社區公園與購物，鄉村型社區則為公立國小、老人活動空間與醫療，明顯地與兩類社區主要人口結構有關；以台南市六個社區進行問卷訪談與社區設施便利性評估，受訪者意見亦與權重分派及評估結果相當一致，而且都市型社區普遍對於社區生活便利性相當滿意，鄉村型社區則出現雖然符合評估所需項目與距離之要求，但對於服務距離卻不甚滿意的情形。

The development differences between urban and rural communities were not happened yesterday, especially the convenience of community facilities. This study is proposed a different way of evaluating the convience of the communities from using the same one. First of all, it applies the Delphi technique to screen the necessary convenient facilities for the community; second of all, to investigate those facility items in 115 communities islandwide to calculate the service distances of those samples and uses those sample data to get the confidence interval of the population by the Bootsrap Method.
The results show that there is no obvious difference of the service distances for the daily convience facilities between urban and sub-urban communities, their facilities are complete and the serice distances for the population are about 200~400m; the facilities of the rural communities are dispersive and not complete, and the serice distances for the population are about 600~4000m.
As for the weight distribution, the first priority by the categories for urban and rural communities is the daily convenience facility, the most important item under each catagory is public elementary school, community park and shopping facility; and the most important item under each category is public elementary school, senior activity space and medical care. It is obvious relative to the population structure. This study proposes a method to evaluate the convenience of the community facilities and use 6 communities in Tainan as cases, to compare the results of the evaluation with the questionnaires of satisfaction for service distances as well as interview of the residents. All the outcomes are consistent with each other. The urban communities are generally satisfied with their daily convenience services while the evaluation items in rural communities are qualified with the required distances but the residents are not satisfied with the current service distances.
