當家戶因收入增加或住宅折舊改變居住需求時，為了調適居住需求的不同或是追求更高居住品質產生遷移行為，自原住宅遷移至新住宅後，再將原住宅轉給他人使用，即形成住宅過濾現象。住宅過濾現象為住宅與家戶兩者的流動所致，流動的速率則由住宅特性與家戶屬性所決定，而每個地區因規模與條件不同使住宅特性與家戶屬性具有差異，以致於形成的過濾現象皆不盡相同。
本文的資料係採自中央研究院調查研究專題中心所釋出之「華人家庭動態資料庫」，選取1999年至2006年間有遷移行為的家戶樣本進行實證，並分別建立北部、中部與南部地區的空屋鏈模型，比較分析三者的差異與特性，進而提出建議以增加國內整體住宅下濾速度。由於北部、中部與南部區域的規模與社經條件有所差異，導致空屋移轉情形與住宅下濾現象將不盡相同，就北部區域而言，社會經濟環境相對較具優勢，使住宅市場的交易活動較為活絡，空屋移轉機率最高，但因受到房價高漲的影響，家戶未必能夠搬到面積較大的新住宅，但由於家庭人口數的減少，使家戶的人均面積仍可透過遷移而增加，視為居住品質的提升；中部地區的空屋移轉機率介於北部與南部地區間，其中住宅上濾效果略高於下濾效果，使住宅福利效果並不明顯，但由於家庭人口數的減少比例最高，使家戶的人均面積仍可透過遷移而增加，視為居住品質的提升；南部地區的空屋移轉機率最低，可能係因人口成長幅度相當小，市場上家戶換屋的需求並不高，但因南部地區的房價較低，使遷移的家戶多屬於向上遷移，故住宅下濾現象較為明顯。

When the income of the household increases or the housing becomes old, they will change their demand. In order to adjust the suitable housing demand or pursue higher housing quality, they has the migration behavior. When the household moves to the new housing and gives up the original housing to the other people to use again, it is called “housing filtering”. The housing filtering results from the mobility of housing and household, and the mobility speed is decided by the housing characteristic and the household attribute. Because the scale and the condition in each area are different, the housing filtering is also different. This article chooses Taiwan area as the study area. The data is from "the Chinese people family dynamic information bank", and selects to the household that have migrated from 1999 to 2006. It divides housing market into Northern, Central and Southern to study, to compare their differences and then propose the suggestion to increase the housing filtering rate.
