隨著全球兒童福利及保護意識的提升，我國的責任通報制度從1993年修定兒童福利法時建立，開啟了我們在兒童保護工作上的一個新里程碑，到目前為止，責任通報制度的實施已邁入第十五年。從早期的文獻資料中顯示各種兒童保護的成效並未因此而彰顯，甚至還有許多專業人員對此規定是不熟悉的，但經過這些年來的倡導以及執行，許多專業人員對責任通報的認識以及態度可能已有改變。社會工作人員身為兒童保護第一線的專業，對於兒童虐待及責任通報制的態度與行為意向就更為重要，值得探究，找出可以檢討與改進之方向，讓責任通報制度能夠發揮更好的效果。因此，本研究希望透過了解目前實務上的情況，為兒童保護的工作提供一個參考的方向。
本研究之目的有以下幾點：
（一）了解社工人員對於兒童虐待責任通報制的態度。
（二）了解社工人員對於兒童虐待責任通報制的外在環境主觀規範。
（三）探討社會工作人員對於兒童虐待責任通報制的態度、外在環境主觀規範與行為意向
之間的關係。
（四）综合以上探討之發現，對於相關單位提出具體建議，以供兒童保護工作上發展及整
合之參考。

本研究採用立意取樣的方式進行問卷調查，問卷之設計是根據研究架構、研究目的及參考相關文獻，並加入研究者欲深入探討之問題，組合而成。問卷調查對象為台北縣市與兒童業務相關的社會工作人員，總計發出250份問卷，共計回收213份（85.2%），其中有效問卷有200份（80%）。
研究結果發現：研究對象對兒童虐待責任通報制的態度變項方面，可以看出多數受訪者對於兒童虐待責任通報制持正面的態度，但有部份的受訪者對於制度仍持保留的態度，認為兒童虐待責任通報制是有待改善的。
而在外在環境的主觀規範變項方面，顯示所有受訪者的工作環境大多會支持其通報兒童虐待個案，但仍有部分受訪者的機構未提供相關資訊或課程，故社會福利機構是可以對於兒童虐待責任通報制相關議題的訓練或研習機會再進行推廣及加強的。
此外，根據研究結果發現，受訪者的背景特性中，通報兒童虐待的「行為意向」會隨著「服務機構屬性」不同而有差異，特別是民間單位社福機構通報的意向會較高於公立機構與公辦民營的社福單位。但研究者發現，此結果與研究選取之樣本所屬機構提供的服務內容可能有關，因所選擇的民間社福機構大多以兒童福利為主要業務，而公立社福機構多為廣泛性之業務，在工作方面的認知以及訓練也會有所不同，故在研究之結論上會有這方面的差異性存在。
而根據本研究的結果顯示，社工人員對於兒童虐待責任通報制態度的各層面及總分與行為意向之分析皆達顯著的正相關。因此我們可以發現，社工人員對於兒童虐待責任通報制的態度越正向，則其通報的行為意向程度也就越高；而社工人員對於責任通報制的贊同程度以及信心的感受程度越高，其通報的行為意向也就有越高的趨勢。另外，社工人員外在環境主觀規範各層面及總分與行為意向之間是有顯著的正相關。即表示社工人員的外在環境主觀規範越正向，其通報兒童虐待的意願也就越高，而機構對於社工人員的支持越多，個人會通報的意願也就越強；另外，機構如果提供越多關於兒童保護的資訊或課程，社工人員通報的行為意向也會越高。
最後，在預測通報行為意向方面，就兒童虐待責任通報制的態度以及機構屬性的民間單位對於行為意向的預測皆達顯著的效果，其中又以兒童虐待責任通報制的態度預測力最佳，其次為服務機構屬性的民間單位。
因此綜合研究之結果，建議社會福利服務機構可加強專業訓練與兒童虐待辨識課程以及增進同事間支持系統；兒童虐待責任通報制度方面也應以鼓勵與罰則方式並行，並加強通報後的配套措施；而對於兒童保護體系方面，則建議重視兒童虐待通報服務的回覆與效益，增加社工人力資源。

As the value of child welfare and child protection raised, Mandatory Reporting of Child Abuse had acted in 1993 in Taiwan which is a milestone of the child protection work in Taiwan. Early literatures had shown that many child welfare professional were not familiar with the rules of the Mandatory Reporting of Child Abuse. By years of advocating and administration the attitude and knowledge base toward Mandatory Reporting of Child Abuse may have changed. Direct practice social workers play extremely important roles in child protection, therefore it is worthy to examine the current Mandatory Reporting of Child Abuse in order to build a better system and also a better society for the children.
The purpose of this study are：
A. Understanding direct practice social workers’ attitude toward Mandatory Reporting of Child Abuse.
B. Understanding direct practice social workers’ external subject norms toward
Mandatory Reporting of Child Abuse.
C. Exploring the correlation between direct practice social workers’ attitude, external
subjective norms and behavioral intention.
D. Integrating the findings above to provide constructive advices to related
mandators.

This study applied purposive sampling survey. This survey in this research took child welfare social workers in Taipei City and Taipei County. 250 questionnaires were given in total and 213 recovered. Response rate is 85.2% and credible questionnaires are 200 in total.
First of all, the results indicates that most child welfare social workers hold positive attitude toward Mandatory Reporting of Child Abuse, however some child welfare social workers hold negative attitude toward Mandatory Reporting of Child Abuse, which means some improvement should be made for Mandatory Reporting of Child Abuse.
Second as for external subjective norms most child welfare social workers’ external environment support workers to report child abuse cases. However, part of child welfare social workers’ workplace failed to provide Mandatory Reporting related information and trainings. Therefore social welfare agencies should provide Mandatory Reporting trainings for their workers.
According to the result of this study, behavioral intention of reporting child abuse is different with “the nature of the agencies”. Social workers in Non-Government Organization (NGO) are more likely to report child abuse than social workers work for the Government. Author discovered the services contents also contribute to the differences. In other words, social workers in NGO provide mainly child welfare services when social workers work of the government provide general services. Thus, the social workers have different trainings and definition of their work that could due to the difference of behavioral intention.
Third, the results indicates the positive correlation of social workers’ attitude and behavioral intention which means social workers have more positive attitude forward Mandatory Reporting of Child Abuse, the higher their behavioral intention will be. When social workers have more confidences and agreement toward Mandatory Reporting of Child Abuse, the higher their behavioral intention will be.
In addition, social workers’ external subjective norms and their behavioral intention are significantly positive correlation. That is the higher social workers’ external subjective norms are the higher possibility to report child abuse cases. More supports from agencies will due to higher child abuse reporting rate. Additionally, social workers’ behavioral intention raise when agencies could provide more child protection related trainings and information.
Last but not least, the most powerful predicator of behavioral intention is the attitude of Mandatory Reporting of Child Abuse. The second is the nature of agencies.
To sum up, the author suggested social welfare agencies enhance child abuse reorganization trainings and enforce supportive network among colleagues. Also the mandatory of Mandatory Reporting of Child Abuse should apply both encouragement and punishment in order to increase the reporting rate. They should complete the further services after reporting in the meantime.
As for CPS author recommend they to raise the response rate and to make the whole process more effectively, such as increasing social worker manpower.
