民眾對治安的感受與評價，取決於自身生命財產是否遭受侵害而定，而感受最深的莫過於住宅竊盜，就情境犯罪預防理論而言，民眾可以自主決定的在於防竊硬體設備的裝設，住宅在設計階段就將犯罪預防安全措施包括在內，才是最佳防竊之道，若於初始階段未能將防竊設備設計完善，則有賴於後續的住宅防竊諮詢檢測與建議來改善。本研究目的在評估住宅防竊諮詢對防竊之成效，檢視現行基層員警在勤務作為中，哪些犯罪預防措施具有改革或變革的空間，並評估其成效。
本研究主要設計方法為次級資料分析與深度訪談兩種。首先第一階段就新北市轄內100年9月2日前後各1年之住宅竊盜案件，分析易遭竊之住宅類型及其侵入手法，就其數據來討論警察住宅防竊諮詢之作為；第二階段對新北市政府警察局及各警察分局執行住宅防竊諮詢之業務承辦人員及住宅竊盜案件受害者深度訪談。
研究結果發現：1.住宅竊盜案侵入方式仍以侵入老舊公寓並破壞門鎖及鐵門為大宗，但仍有部分民眾將鎖鑰藏於門外週遭、2.住宅防竊諮詢檢測時民眾多安於現狀、改善意願低及防竊安全設施多由購屋時裝設規劃、3.民眾接受度不錯但不願意侵犯到個人隱私部分、4.民眾既有之防竊設備大多發現損壞才考慮修復、5.實施住宅防竊諮詢檢測以家戶訪查勤務為宜、6.監視器裝設為防竊首選設備、7.政府介入防竊設備分級及補助可降低住竊案件。
研究者根據研究結果歸納為以下建議，提供參考：
一、加強「防竊達人」宣導，提升民眾改善意願。
二、檢測時應就轄區特性來排定優先順序。
三、針對住宅防竊諮詢檢測有缺失之區域加強監控作為。
四、防竊安全設施應於房屋裝潢使用時即妥適規劃。
五、家戶訪查結合防竊諮詢勤務規劃應機動調整。
六、落實控管遭竊戶後續修復、改善作為。
七、妥適規劃區域監視錄影設備。
八、警察單位應介入防竊設備分級諮詢及補助，可降低住竊案件發生。

Citizens’ perception and evaluation of public security often result from personal experiences of violation of life or property. Among various crimes, residential burglaries may be what citizens most likely encounter. Situational Crime Prevention Theory suggests citizens to install anti-burglary devices by themselves. Therefore, the best policy is to include crime prevention measures when designing a house. If the anti-burglary devices are not designed properly, anti-burglary consultation and advices may help to improve.
The research methods are data analysis and interview. First, burglary cases in New Taipei City from September 2, 2010 to September 2, 2012 are analyzed and categorized according to residence types and modus operandi. The data is then used by the police as reference for consultation. Secondly, police officers in charge of anti-burglary consultation in precincts and headquarter of New Taipei City as well as victims of burglaries are interviewed.
The research findings are as follows: 1. The most common modus operandi is to sabotage locks and doors of old apartments. 2. People are often content with current situation and anti-burglary devices have not been changed since houses were bought. 3. The consultation is well-received but citizens are cautious of personal privacy. 4. Citizens only consider repairing when existing anti-burglary devices are broken. 5. It is better to provide consultation while conducting census checks. 6. Surveillance cameras are the first choice among anti-burglary devices. 7. In order to deter burglaries, government should set up a rating system for anti-burglary devices and provide subsidy.
According to the findings, following suggestions are provided:
1.Anti-burglary experts should be promoted to improve citizens’ awareness and willingness.
2.Priorities should be made according to characteristics of jurisdiction.
3.When anti-burglary experts find certain areas vulnerable, surveillance should be reinforced.
4.Anti-burglary devices should be well-planned in decoration stage.
5.Census checks should be combined with anti-burglary consultation flexibly.
6.The restoration and improvement of victimized residences should be followed up.
7.Surveillance cameras should be properly designed.
8.A rating system and subsidy for anti-burglary devices may reduce burglaries.
