本研究旨在探析國內、外國際標準書號權責機構的服務內容，深入了解其所提供的項目為何以及其發展概況；另一方面，藉由深度訪談法與問卷調查法，實際去瞭解出版商、資訊系統廠商、資訊提供者及專家與學者四者間的意見，統整他們對於此一議題的看法。研究者藉由收集、整理各方的意見，對臺灣國際標準書號權責機構未來可能發展的延伸服務方向提出結論和建議。

本研究結論與建議如下：
一、給政府相關單位的建議：
1.整合國內出版業界圖書銷售資訊，確保服務提供的充實性與完整性。
2.由政府相關單位作為主導機關，負責整體服務計畫的推廣與政策擬定。
3.委由學術單位進行初步的新識別號服務發展之研究計畫。
二、給國際標準書號中心的建議：
1.透過文獻了解更多國家識別碼服務的發展情況。
2.測試評估所欲發展的新識別號。
3.舉辦座談會、研討會，廣邀學者專家與出版商進行新識別號服務之討論。
4.調查並研究國內出版商實際需求的資訊為何。

The purpose of the study is to explore the services contents and development overview of Taiwan and foreign ISBN responsible institution. On the other hand, In-depth interviews and questionnaires are conducted in order to uncover and integrate the opinions of publishers, information system vendors, information providers, experts and scholars. The main contribution of this study is to provide conclusions and advices to Taiwan responsible institution as the extended services development direction.

According to the results of the study, the conclusions are as follows:
A.Advices to relevant government units:
1.Integrating publish sales information of Taiwan.
2.Being the leader agency for overall planning.
3.Commissioned by academic institutions to conduct a preliminary study.
B.Advices to Taiwan ISBN Agency:
1.Uncovering the development overview of extended services of other countries.
2.Testing and evaluating the new identifier which wants to develop.
3.Holding seminars, forum, and discussion for publishing industries.
4.Investigating and studying what is the real demand of publishers.
