臺灣博碩士論文加值系統

我國防軍事戰略為「防衛固守、有效嚇阻」，為達成達成「小而精、小而強、小而巧」的建軍目標，國防部運用「創新/不對稱」思維及「資源整合」理念，自1997年起推動組織變革，先後進行「精實案」、「精進案」、「精粹案」等重大組織調整方案，其中「精粹案」至2014年底實施完成，國軍生產工廠配合此一組織變革，自2012年起逐步裁減原有警衛勤務兵力，有關營區大門之門禁管制，委由保全人力執行人員、車輛辯證管制安全維護工作。
本研究係以文獻分析法蒐集相關資料，就國軍委外政策緣起、依據及方式，以內、外部環境加以分析，找出國軍警衛勤務委外的優勢、劣勢、機會與威脅，利用SWOT分析法加以研析；並就蒐集有關政策評估相關文獻，歸納本研究有關評估指標，包括(一)目標達成度(即效能性)；(二)管理效率性；(三)需求回應性；(四)安全維護性，預擬訪談題綱，針對國軍生產工廠業務承辦人或主管，及承攬之保全公司業務經理以上幹部，採用半結構、個別訪談之方式進行。
研究發現生產工廠門禁警衛勤務委由民間保全公司執行安全維護工作，不但有效樽節國防預算、節省部隊訓練時間，並可讓生產工廠專注於國軍武器裝備研發與生產；另外針對此一政策研提部分建議及後續研究方向，供政策制定單位參考。

The ROC’s military strategy is “resolute defense and credible deterrence”, aiming to reach its objective of building a “small but refined, small but strong, small but nimble” force. With an innovative and asymmetric concept and an idea of resources integration, the Ministry of National Defense has been introducing an organizational change since 1997, promoting streamlining programs such as Jingshi, Jingjin and Jingtsui. The latest is expected to be complete by the end of 2014. In line with the policy, all military armories have been cutting off its security guards and have contracted private security service to control entry of personnel and vehicles.
This study collected relevant data and literature review, analyzing the origin, foundation, and approaches as well as the interior and exterior environment of contracting private security guards in the military, using SWOT analysis, to find out its advantages, disadvantages, opportunities and issues. Based on the assessment of the practice, four indicators are set to draft an outline of the interview, which are: 1. goal achievement (performance), 2. management efficiency, 3. response to needs, 4 security. A semi-structured, individual interviews method was used with the staff members and management of the armories, and operational managers and above of the contractors.
The study found that contracting private security service to guard military armories can not only reduce defense budget and save training time of soldiers but help armories concentrate on the research, development and production of weapons and equipments for armed forces. In addition, recommendation and direction of future researches are also made as a reference for policy making.
