By focusing on the example of Bureau of the Investigation, Ministry of Justice(MJIB), the theme of this thesis explores the relationship between organizational transformation and environmental transformation, which can be divided into institutional environment and technical environment.
In accordance with the MJIB''s Organizational Ordinance, the MJIB is responsible for the investigation on violations against national security and interests, and matters concerning internal security. MJIB is a judicial investigation agency that takes the heavy responsibilities of investigation of national security, maintaining internal security, countering espionage and its infiltrations, eliminating corruption and abuse of office, economic crime prevention, international cooperation, prevention of money laundering and operation against drug-trafficking.
With the trend of Democratization, changes both inside and outside the MJIB are sure to influence organization of the MIJB. To comply with the principles of democratization as well as rule of law, the MIJB now have to upgrade the institutional legitimation and organizational effectiveness following transformation.
This thesis tried to offers sketch of organization MIJB, and by analyzing the key factors of transformational tendency, culture and effectiveness of organizations, Our argument is that when confronted with need for transformation, the MIJB have to grasp the relationship of the three concepts so that it can overcome the current difficulties to achieve the goal of growing through transformation.
