Taipei, as the capital city, the political, financial, social and cultural hub, and the leader among other cities in terms of policy funding and system implementations, shoulders a heavy responsibility in terms of public security protection and traffic duties. However, whether or not public security is in good order, the judgment of said is very subjective. The Taipei City Police Department Criminal Unit Police officers’ duties are heavy and diverse, such as working with guards to provide protection and monitoring public petitions and demonstrations all of which rank as the most frequent and highest number percentage wise in the country, adding to the officers’ work pressure. In recent years, a noticeable increase in job transfer requests by senior Taipei criminal unit police officers has been observed. Although many factors may have contributed to this phenomenon, we still tried hard to explore this via the research and have identified four major factors: (1) stress, (2) outside circumstances, (3) internal work environment, and (4) economic. Documentary research, in-depth individual interviews, and focused group discussions were conducted to collect, analyze, and summarize data using a qualitative research approach. This research has discovered that excessive job performance evaluations and special case duties have made the criminal unit police officers tired and exhausted while facing their jobs. Furthermore, the fixed personnel quota for the Taipei Criminal Unit Police officers unit can no longer meet the actual job requirements and can’t keep up with social and environmental changes resulting in manpower shortages and an ever increased and unbearable workload. They are even requested to shoulder additional duties which have nothing to do with criminal investigations, such as wasting their manpower and time on monitoring public activities and conducting other security duties. The vicious cycle of manpower shortage, overtime work, and the diverse nature of their duties have negatively impacted on these Criminal Police unit officers’ willingness to work in Taipei. In the conclusion of this research, we have presented practical suggestions in all aspects regarding manpower recruiting, promotion, remuneration as well as a reward system.
