資訊網路科技的快速發展，使各類型資訊以驚人的速度累積，世界面臨資訊爆炸造成資訊過載(Information Overload)問題，為使電腦能理解網路資訊意義，並進一步協助人們處理龐大的資訊量，語意網透過結構性的後設資料，使得人們和電腦得以共同處理龐大的資訊，協助人們快速且正確地從大量知識中取得適當的資訊。
知識管理系統雖累積組織大量的知識文件，然而，這些知識文件分散在管理系統中，雖能透過結構性的分類來增進搜尋效能，但搜尋結果往往需使用者自行篩選查詢結果或擴增及縮小搜尋範圍，唯有將知識管理系統轉換為語意網，建立知識文件的語意網詮釋性資料，透過語意搜尋來獲取使用者所需知識內容，若以人工進行大量知識文件建置語意網詮釋性資料工作將大量耗費人力。
有鑑於此，本研究設計並且實作一套利用本體論(Ontology)以及機器學習(Machine Learning)技術的自動語意詮釋性資料建置程序及工具程式，並可運用在現有學校知識管理系統以建立大量知識文件的語意詮釋資料。這個系統的架構共分為五大模組及字典元件：文件格式預處理、候選關鍵詞擷取、關鍵詞判斷、文件重新表達、語意查詢及同義詞庫。在關鍵詞判斷模組中，利用機器學習的方法增進系統擷取關鍵詞精準度，並運用網路本體論語言(Web Ontology Language, OWL)建置同義詞語意字典來描述文件內所包含的關鍵概念，運用都柏林核心集(Dublin Core, DC)及名片集(vCard)來描述知識文件，使用者經由SPARQL語意搜尋介面檢索知識管理系統之語意網詮釋資料，藉以提升知識獲取的精確性，改善現有知識管理系統的知識擴散效能。根據實驗結果，系統擷取關鍵詞的準確率(Accuracy)達86.03%，F值評估(F-measure)達65.08%。

With the development of information and communication technologies, information is increasing and accumulating rapidly. In order to solve the problem of information overload and help people cope with the huge amount of information, the Semantic Web technologies enables computers to understand the information and respond the complex human requests based on their meaning that could help people to obtain the appropriate information from a large number of knowledge quickly and accurately.
This study developed a web-based system based on the technologies of Machine Learning and Semantic Web that could automatically extract the Chinese documents and create the Semantic Metadata in Knowledge Management System of an elementary school. The system consists of six components including Preprocessor, Keyword extractor, Keyword Classifier, Metadata Translator, Semantic Query, and a Synonyms Dictionary. In the system, we adopted Support Vector Machine (SVM) to design an Automatic Extract Chinese keywords model that could enhance the accuracy of the system when retrieving keywords and use the web ontology language (OWL) to build a semantic dictionary to describe the key concepts contained in the document, to create the Metadata in the Dublin Core and vCard format. According to the experimental results, the accuracy rate of this system performance is up to 86.03% and the F-measure rate is up to 65.08%.
