網路的發展帶給使用者更寬廣的視界。使用者可以透過網路與世界各地的同好進行研究與討論，相對地，由於它的便利性與不可見性，使用者往往濫用網路資源而不自覺，輕易地將寶貴的頻寬消耗殆盡。因此，如何有效遏止網路資源的不當使用，提高網路總體使用效益，對於網路管理者而言，是很重要的課題與極大的挑戰。
網路管理的範圍非常廣泛，本篇論文希望建立一套網路流量蒐集與管理機制，並配合自行開發的網路管理輔助資訊系統，蒐集到所有網路使用者的傳輸流量，將超過限額的用戶自動篩選出來，並結合使用者申請的基本資料，利用網路設備所具備之過濾功能對該不當使用者做停權處置，使管理者能達到維護網路通暢與即時處理的效果。
本文所開發之網路管理輔助資訊系統，包含了入口網站、後端管理程式、網路流量蒐集等三大部份。入口網站主要提供網路使用申請與故障叫修服務的申請，以及網路管理者的管理程式介面。後端管理程式則提供自動蒐集盜用IP的使用者，以及篩選與查詢大流量使用者的資料。網路流量蒐集則定期將網路流量資料傳送至資料庫中，且為達到自動管控的能力，配合所撰寫的Telnet Script程式，專門提供給後端管理程式來呼叫使用。
運用本系統的結果，明顯地提升了網路管理者的管理效率與工作品質。即使是非網路專業的管理者，只要知道管理流程即能輕易上手。透過此網路流量蒐集與管理機制的建立與施行，進而提醒網路使用者發揮公德心與警覺心，為免因不當使用而被停權，形成良好的網路使用素養，共同維持網路的通暢與秩序。

Abstract
Network expands our vision. Users all over the world can collaborate via network. Due to the convenience and concealment of network communication, users may waste the resources of network unconsciously. Therefore, it is a great challenge for the network manager to restrain the misappropriation effectively and to improve the total effectiveness of network usage.
The scope of network management is very extensive. This study aims to establish a control rule about the network flow-rate collection data and management, and to design a web-based information system to improve the quality of network management. The network manager can use this system to filter and suspend users not using network appropriately.
The web-based information system for improving the quality of network management contains three parts — portal website, administrative system, and the network flow-rate data collection program. Users can register the use of network and apply for maintenance on the portal website. The network manager can access to the administrative system through the web interface. The functions of the administrative system are uncovering the IP-robbers automatically, filtering and suspending users from network for misappropriation. The network flow-rate data collecting program can update the database periodically and provide a Telnet Script called by the administrative system for automatic control.
It is obviously improving the efficiency and quality of network management to perform this system. Even though the non-professional network manager can be familiar with this system easily only if he knows the management procedure. The objective of this system is to keep the network in order and flowing smoothly and to remind users of a good network literacy.
