雲林縣政府為打造終身學習的環境，推動社區大學發展，持續落實「現代公民之培育」，結合雲林在地特色，開設各類別課程，自雲林縣政府開辦社區大學，委託國立虎尾科技大學進修推廣部推廣教育組承辦虎尾教學中心的社區大學業務，並於105年正式改名為「雲林縣虎尾溪社區大學」，以「流域治理」的概念命名之。
雲林為農業大縣，故有農業首都之稱，虎尾溪社區大學結合在地資源，積極轉型為「農村型社區大學」，並拓展出三大辦學特色「培力農村社區、傳創在地文化、啟動社會創新」。所謂「農村型社區大學」是指具備了滿足農村強大的學習需求並且建立具有現代意義的社區網絡，更結晶記錄農村生活智慧與傳統文化的一種「行動型學習平台」。
雖然農村的生活型態使得人們對於傳統農業知識的固著，造成推廣教育上的瓶頸，但是近年來健康、環保及對環境有善的意識漸漸抬頭，也因著社區大學於社區中的經營與努力，逐漸打破傳統農村的學習型態，從本研究顯示，虎尾溪社區大學之在地實踐與教學發展，跟本地的環境、人文與產業是密不可分的，隨著知識的普及，學習的方式更趨生動多元，期待藉由「農村型社區大學」種種的對策來「恢復農山漁村的活力」，展現「農村的教育力」。使大眾更能透過不同的管道獲取新知，實現終身學習之目標。

The Yunlin County Government has created a lifelong learning environment, promoted the development of community colleges, and continued to implement the “Cultivation of Modern Citizens”. In combination with Yunlin’s local characteristics, it opened various classes, opened a community college from the Yunlin County Government, and entrusted the National Formosa University. The Promotion Department hosted the community college business of the Huwei Teaching Center. In 2016, it was officially renamed as “Yunlin Favorlang River Community College” and named after the concept of “watershed management”.
Yunlin is a large agricultural county, so it is known as the agricultural capital. Favorlang River Community College combines local resources and actively transforms into a “rural community college” and expands its three characteristics of running a school. Culture, initiate social innovation." The so-called "rural community colleges" refer to a "action-based learning platform" that meets the strong learning needs of rural areas and establishes a modern network of communities, and more vividly records the wisdom and traditional culture of rural life.
Although the lifestyle of rural areas makes people's fixation of traditional agricultural knowledge cause bottlenecks in promoting education, in recent years, the awareness of health, environmental protection and good environment has gradually risen, and the community colleges have operated in the community. Efforts to gradually break the traditional rural learning style. From this study, the local practice and teaching development of Favorlang River Community College is inseparable from the local environment, humanities and industry. With the popularization of knowledge, the way of learning more vivid and diverse, we look forward to "restore the vitality of the countryside" through various countermeasures of the "rural community colleges" and show "the educational power of the countryside." To enable the public to acquire new knowledge through different channels and achieve the goal of lifelong learning.
