In recent years, the domestic sports trend has grown, and the demand for sports and leisure has increased. In order to implement procurement models sufficiently and economically in creating sports and leisure environment for people of all ages, and to improve the operation and maintenance quality. The public sectors used to apply turnkey model to build the facility, and then use OT model to entrust a private organization for operating the facility. In contrast, PFI model is unfamiliar to public sectors, but is an alternative to procure a high-quality services of building, maintaining, and operating a sports park for people of all ages for a long time. The sports park for people of all ages has the characteristics of “continuous maintenance of quality and management services of hardware facilities.” However, in the past, the development and maintenance of parks in Taiwan were generally handled by traditional government procurement models, which are not only easy to implement due to individual single stages. The characteristics of potential conflicts of interest make it difficult to ensure the quality of the development and maintenance of park facilities. In the case of increasing financial burdens of government agencies, the financial resources of park construction are often vulnerable to crowding out. Therefore, the establishment of a sports park for all ages requires the introduction of innovative procurement models to overcome financial difficulties and improve quality management mechanisms. The implementation of the project to introduce the PFI spirit has considerable evaluation potential and value. In order to explore the feasibility of the PFI model to promote the sports park for people of all ages, this study used a questionnaire survey method to conduct random sampling. A total of 391 valid questionnaires were obtained. Descriptive statistics and cross-analysis statistics were used to understand the residents' sports needs. Based on the demand, the Jiahe Park in New Taipei City was planned into a facility planning program suitable for the whole-age sports. The government procurement model and the PFI model were brought into the case, and the VfM quantitative evaluation model established by the Institute was used to conduct substantive finance. Risk assessment as a reference for future government implementation.
